Re:  Proposed Legislation Regulating Traveling Sales Crews


I would like to take this opportunity to address you regarding the Sales
Crew Regulation currently proposed.

I am currently a Sergeant with the City of Milton Police Department.  At the
time of the horrific van crash that was the impetus behind this legislation
I was working as a patrol officer for the Town of Milton Police Department.
I was the first on the scene of the accident, as I had been attempting to
stop the van for a speeding violation on I-90 at the time of the rollover.
Since the accident I have remained in touch with Phil Ellenbecker, the
father of one of the crash victims. During that time I have wholeheartedly
supported his crusade to crack down on, and regulate the evil pockets of
this industry.  I am very grateful to Mr. Ellenbecker for allowing me to
fight alongside him for this important cause.  Rather than blaming me for
the event, and having an understandable "dislike" of me, he has instead
channeled that grief and allowed me to work with him to achieve this goal.

While the horrible and fateful decisions made that evening by Jeremy Holmes,
the driver of the van, were the cause of the accident, it is the lack of
caring and responsibility by leaders in this industry that began the
terrible chain of events.

Please pass this legislation.  When pockets of an industry time and time
again show an utter disregard for the human beings they employ, it is time
you as legislators create stiff regulations for them to operate under in
this State.

We are currently doing our part on a local level in
Milton.  I have been
working with our City Attorney and City Council to create a "No Knock"
ordinance which would allow people to register and prevent these
"salespeople" from showing up on our citizens doorsteps to sell their wares.
Mr. Ellenbecker will I'm sure provide you with countless accounts of
criminal and dangerous behavior on the part of employees in this industry.
If phone calls from telemarketers are considered a "nuisance", imagine the
damage that can be done by questionable employees in this industry when they
visit our homes, in person.

Because of work obligations I was unable to attend the hearing scheduled for
February 7, 2006.  However, I have testified before some members before
while this bill was in committee.  Therefore, I have asked Mr. Ellenbecker
to submit this testimony on my behalf.  Please protect the employees of this
industry, and in turn afford a measure of protection for citizens of the
State of
Wisconsin by enacting this legislation.
